Kansas City has never had an African American Mayor but Chester C. Owens, Jr. was a first. Owens, elected in 1983, became the first African-American elected to the City Government in the 20th Century. An early activist in the Civil Rights Movement in Kansas City, Owens is still an active member of the Kansas City community.
