Carolyn Carter was appointed vice president of institutional advancement, marketing, and communications at Saint Augustine’s University in Raleigh, North Carolina. She was the chief development officer for the Wayne County Community College District in Michigan.

Dr. Carter holds a bachelor’s degree in instructional design from Ashford University. She earned a master’s degree in history from the American Public University System and a doctorate in community college leadership from Kansas State University.

Branville Bard

Branville G. Bard Jr. is the new vice president for public safety at Johns Hopkins University in Baltimore. For the past four years, he was the commissioner of the police department in Cambridge, Massachusetts. Earlier, he served as an officer of the Philadelphia Police Department for 22 years.

Dr. Bard is a summa cum laude graduate of Alvernia University in Reading, Pennsylvania, where he majored in criminal justice administration. He holds a master’s degree in public safety management from St. Joseph’s University in Philadelphia and a master’s degree in criminal justice and a doctorate in public administration from Valdosta State University in Georgia.

samantha rogers

Samantha Rogers has been named director of student financial aid for Peabody College at Vanderbilt University in Nashville. She has been serving as assistant director of student financial aid at Vanderbilt. She joined the staff at the university in 2015 after serving as assistant director of financial aid at Belmont University in Nashville. Rogers holds a bachelor’s degree in psychology and a master’s degree in counseling psychology from Tennessee State University.

Guy Albertini

Guy J. Albertini is the inaugural associate vice president and chief information security officer at Rutgers University in New Jersey. He served for the past five years overseeing cybersecurity at Palm Beach State College in Lake Worth, Florida.

Albertini earned a bachelor’s degree in web management from the University of Phoenix and a master’s degree in information assurance and security from Capella University.

Bobby Cummings

Bobby L. Cummings is the new director of public safety and chief of the Delaware State University Police force. He is the former chief of police for the city of Wilmington, Delaware. He served as the director of group violence intervention in the Delaware Division of Health and Social Services from 2019 to September 2021.

Cummings earned a bachelor’s degree in human services and a master’s degree in organizational management and leadership, both from Springfield College in Wilmington.
